I've "solved" some entries like this by putting a few non-breaking spaces at the end of the heading (in the main text, not the generated file). In this case that would force the word RICHMOND down to the next line in the generated file. If you're using dots as a leader it doesn't work so well because your spaces show as spaces, not dots, but it's the nearest I've found to a solution.
