bad gifs

Hi,
 
Using FrameMaker 6, webworks 7.0 professional.
 
I'm using the same source files to produce winhelp and compiled HTML. In
winhelp, the gifs are great--very clear. However, when seen in the .chm
version some are suddenly blurry and "scratchy" looking.  Playing with the
"import by reference" and "Don't process graphics mapped to this style"
options for GIF in Style Designer doesn't make a difference. Any ideas?
