Insets not updating during book update

I'm using FrameMaker 7.2. I also tried this in 7.0 and got the same results.

When I update a book file, I select the "Update All Text Insets" check box.
But I can tell that the insets are not being updated because I'm removing
conditions from the insets. After I update the book, the conditions still
appear. When I manually update or use the "Update References" command, the
insets are truly updated.

Can anyone duplicate this behavior?
