Creating a Line Separtor in Frame

Hi:
I'm creating a Q&A and I want to separate each question and answer pair 
with a horizontal line.

I've never done this before and I'm wondering the easiest way to handle it.

As an aside, do I need to apply a style to these lines, so that Web 
Works recognizes it?
