PDF to FrameMaker?

In Acrobat, Save As .RTF. Depending on your version, you may or may
not have to export the graphics manually.

Open in FM.

Your mileage will vary greatly depending on what you expect as far as
formatting,
cross-refs and so on. But the gist of the info will be there.
