Mailto URLs in FM

some of the annoyances we've lived with for so long are actually
getting fixed.

This applies to Acrobat/Reader 6 or earlier only.
Acrobat/Reader 7 and FrameMaker (all versions) activate the default
e-mail 
client directly, without launching a browser first.
