Adobe Acrobat PDF Writer does not make links

It's not freeware PDF Writer though.  I never had a problem all these days; since this morning the TOC is posing to be a big problem in the PDF file. I follow the exact same method that you have suggested below.

Do you have the "Generate Acrobat Data" option enabled in the Print
dialog? That's the most commonly missed essential setting...

Folks, running into a PDF issue here. The Frame TOC works just fine,
however the moment i make a PDF using Adobe Acrobe 7.0, the links in TOC
stop working. Any setting I am missing here....
