Quick Access Bar and Security

In FrameMaker 7.x, there are two maker.ini files that are
used to configure each user's working environment. 
There is one maker.ini in the FrameMaker installation 
directory, which is a full version that specifies all the 
options that the file supports, and which specifies the
default configuration. Then there is a user-specific
maker.ini buried in each user's 
C:\Documents and Settings\username\Application Data
folder, which can override the default settings in the shared
maker.ini to customize the working environment.

When each user closes FrameMaker, their current user 
preferences for things like View options and dialog box 
locations and sizes will be saved in their private maker.ini
file so that FrameMaker will launch with the same preferences
the next time. If a user enables the quick access bar from
View menu, FrameMaker should launch with that configuration
the next time. If this is not happening, then my guess is that
the users don't have proper permissions for their Application
Data directories so that their personal maker.ini isn't getting
saved.

oops - just woke up from nap.
FM Version number should be 7.1.  However, same problem noted on  
install for ordinary user on 7.2.
