Frame Cross-Ref source jumps to top of page in PDF created using Acrobat

Sure can explain this. When you insert the cross reference, you reference the FIGURE TITLE. When you pdf the material, Acrobat will take the cross reference to the top of the page. Blame programmers. They do not live in the known universe with the rest of us. 

Solution, put the figure title ABOVE the figure, if you can convince the powers that think they be, that such a move is necessary. Having them scroll up a few times to see the figure in a pdf file usually (but not always works). Otherwise...???
