Use Subversion,  http://subversion.tigris.org/ and consider hosting  
on Collabnet, http://www.collab.net/
I have no association with Collabnet.

Source Safe stinks by comparison.
If you are on a site where they use the Rational tool set, ClearCase  
will do the same job as subversion but is rather costly.

If you host yourself, subversion works great with any Apache server -  
suppose thats what you expect since Apache use subversion themselves.
FrameMaker files go great in and out of subversion and then you get  
full ability to fork, have multiple versions etc.

For clients, the Windows Explorer add-in means that its really easy  
for the user to get access to a multi-version file system. Similar  
tools available for Mac OS X (in case you have some legacy users).
