The Mouse's Scroll Wheel in FM 7

FM 7.0. 
Windows XP, SP 2 

3 Course developers and one editor. 

As our former Co. sold itself to IBM, 
we all received identically imaged new laptops. 

We all installed the same version of FM 7. 

For two of us, the mouse's scroll wheel works in FM. 

For two others, it does not - which for them - is very inconvenient. 
(As it would be for me, as well.) 

Any idea's?  Suggestion's?
