accessibile PDFs: JAWS not saying TOC or index entries

Hi all,

I created my source files in FrameMaker 7.1, turned on the Generate Tagged 
PDF option, set the structure for the tags, and generated the PDF.  In 
Acrobat 8, JAWS reads the file quite well, but when it gets to the TOC or 
the index, it says read-only and then recites a number.  Does anyone have 
any advice?
