Frame and re-use

Hi all, I am wondering if Frame 8 allows for fairly easy re-use of content?
Let me outline what I mean:

I know Frame well enough, but if my company were to purchase 5-10
installations, and let non-experts work on Frame docs, would it be easy
enough for them to drag and drop modules into an outline format for re-using
content? Or do they need to know how to use conditional text and dig into
the program to be able to use it effectively?
