FM 8 on XP SP2 Problem: uncharacteristically slow response to keystrokes, mouse clicks

Is anything else using those cycles?
Have you checked for adware that may be capturing your input?
Any processes taking a large chunk of memory?
     <ctrl><alt><delete> Task Manager -> Processes
What does the Performance tab show. My machine is current running between 4%
and 13% as I'm writing this message.
