change of fig order messes up fig count

Sure:

All the chapters have this numbering property in the paragraph tag definition:

F:Figure < >X<n+>

I came back to work this morning, changed the paragraph tags in the
original template, copied four more files from the original template,
ran the book, and the numbering properties worked just fine.  So I
just copied the content over from the bad files to the new files, and
all is working just fine.

I think this is operator error. :)
