Training Manuals designed in Framemaker to go online (OT?)

I have been asked to design some training manuals in Framemaker that
will eventually go on our intranet.  I was wondering whether any of you
could give me advice on the following:
 
*	Whether to start these manuals in structured framemaker or not?
*	The best design layout for training manuals that can be easily
transferred to online viewing.
*	Any other tips for this kind of project.
