Trouble splitting a chapter into two files using FrameMaker....

Susan,

I'm assuming that from the  book file you have right clicked on each  
of the chapter files:
1. In the first chapter file you have set the pagination to delete  
empty pages; and,
2. in the second file you have set the first page to "next available".
