Next Pgf Tag is Broken in the Paragraph Designer 8.0p273

The Next Pgf Tag function will work if there is text in the paragraph. If 
the paragraph is blank it won't work. Someone else mentioned this on the 
list but I am not sure if Adobe is aware of it.
