Strange behaviour of anchored frames inserted at insertion pointwith distance 0 pt above baseline

For the paragraph holding the anchor, look in the Paragraph Designer on the 
Basic tab. Is the fixed line spacing checkbox checked? The anchored frame 
position varies to above or below the anchor position, depending on whether 
or not that box is checked.
