Framemaker 9 PDF with broken external cross references

Hi,

 

I am using FM 9 p237 and have created a PDF for a document that has
cross references to another PDF.

I created both PDFs using the print to file command, and then distilled
the PDF from that. The document whose cross references aren't working is
a six page FM file that I turned into a PDF. The PDF document that the
short document references, is a book containing many files. The internal
cross references are working fine. 

 

Is there a way to fix this problem?
