IN FM8.0 p277 it's all OK, the shortcut sets the selection to UPPR 
CASE.

- do you have another version of FM?
- do you have any plugins which modify shortcuts?
- what kind of keyboard do you have? Even with a Swiss keyboard using 
AltGr FM behaves.
