Numbering properties crash?

For the benefit of the insatiably curious among us, what are these
commands supposed to do (besides not crash the application)? 

In FM 7.2, there's no difference between Ctrl+PageUp, PageUp, and
UpArrow, or between Ctrl+PageDown, PageDown, and DownArrow  -- they all
just cycle through the tabs.
