Converting from Word to FM9: Tables in Tables??

Would this method support the border above and below the Note? 

If we were doing a manual redesign I could look at creating a new style for Notes, but at the moment we're doing what is essentially a one-to-one conversion without any redesign in "look and feel". As the manuals deal with medical devices there are way too many Cautions and Warnings (Regulatory requirements), let alone Notes for me to do any wholesale design changes in a rush.

First of all, congratulations on migrating to FM.

FM does support tables within tables, but you have to put the inner 
table into an anchored frame.

I've never been a fan of putting Notes, etc in a table. I've always 
preferred a paragraph tag, with the text "Note:  " defined on the 
Numbering tab of the Paragraph Designer. If designed simply enough, one 
Note para tag should work in body paragraphs, numbered steps, and within 
tables.
