Esc-m-p to wrap anchored frame

Yes, that's by design; it's meant for equations.

You need the free "ShrinkWrapAsIs" plugin:

It works in 6.0, 7.0, 7.1, 7.2, and 8.
Maybe in 9 too, haven't tried it there.
