Custom Cell Ruling in Tables

Is there a way to make 'From Table' the default ruling setting? In our template, when you pull down Custom Ruling and Shading in the Table menu, the default ruling style is 'Cyan'. I tried deleting that setting, but the default then becomes Double. I can also reset it to a selection while the document is open, but when I save and close Frame and reenter, it's back to Cyan.  
 
I'm in Frame 8 on Windows XP.
