quotes rendered as question mark in FM9

I'm using FM9 and suddenly find that my single and double quotes key types a question mark. This issue is limited to FM9. Doesn't occur in FM8 or any other application, so I suspect I have inadvertently changed a keyboard mapping somewhere in FM9, but I can't find where. Any help appreciated. Thanks!
