retaining x-refs when moved within a book

No way to do this automatically; such cross-references will become unresolved.
However, when cross-references are unresolved because of moving content from
one file to another or due to filename/path changes, it is relatively 
simple to fix these.
Select Edit > Update References in files / books where you have unresolved
cross-references, and in the dialog box that opens up, point to the new 
files/locations.
