Can you copy an entire master page from one document into another?

You cannot copy a master page, but you can import it.  File > Import >
Formats, and select only Page Layouts.

General note about importing formats:  The formats you import will be added
to the document into which you import them.  Importing formats does not
delete any formats that are already there, but any formats in the receiving
document that use the same name as what you import will be overwritten.

You cannot import just one master page from a document, but there is a
workaround.  Before importing the master pages, do this:
1. Save the document that contains the master page you want to import under
a temporary name.
2. Delete all the body pages from the document.  The master pages,
therefore, will not be used and you can delete all except the one you want
to import into the other document.
3. Delete all the master pages except the one you want to import.  Note that
you cannot delete the Left and Right master pages.

CAUTION!  If there are master pages in the receiving document that have the
same name as the master pages in the contributing document, they will be
overwritten. See general note above.

4. Import the master pages from the temporary document into the one you
want.
5. After you import the master pages, delete any master pages that you don't
want from the document into which you imported the master page.

There are plugins than can help with this.  Template Mapper and Clean
Import.
