Problems Flowing XML in FrameMaker

I am working in structured FrameMaker. When I attempt to import an xml file into my FrameMaker template, I am getting the following message:

Import "Emph" element definition not found

In the past I have been able to successfully import xml files into this template. Now I am getting this error message.
