Does anyone know of an efficient way to convert paragraph-based xrefs to element-based xrefs?

We are in the process of putting all of our company documentation on our
corporate web site. The web site requires our documents now to be saved as
XML files. We used structured Frame for our manuals, but the manuals contain
a lot of cross references to a paragraph instead of a structured element. We
need to convert all of these Xrefs to point to an Xref element in the
structure. Unfortunately, some of the manuals contain several hundred and
even thousands of cross references that need converted.

Does anyone know of a better way than opening every cross reference and
manually changing the target from a paragraph to an element?
