Header and footer text moves when I apply 2 column layout to index pages (FM9.0, Win XP v5.1, Serv Pack 3)

Hi

 

I'm working in a book that contains about 13 chapters plus a ToC and an
index. 

*         The book is in single column format throughout.

*         The master pages contain a header and footer plus a rule just
below and above the header and footer respectively to visually separate
the main body from the header and footer. 

 

When I apply 2 column layout to the index I leave the settings unchanged
apart from setting the number of columns as 2. All other column and
margin settings remain the same.

 

When I click Update Entire Flow in the Column Layout dialog the position
of the header text moves down and the footer text moves up. Does anybody
know why this would be? (The two rules stay where they were put.)

 

Interestingly I've just tried applying 2 column layout to one of the
main chapters on the book and the same thing happens.
