OT: .resx files

You should be able to open a resx in any text editor. Or are you
looking for exactly what to do within the resx? Or are you expected to
create a localized resx for each language (resource.resx,
resource-fr.resx, resource-es.resx, etc.)?

Has your customer already created a localization framework for you to
work within?
