how to convert FrameMaker file to SGML format

That's a pretty tall order! There is not much good news in this situation.
 
Your customer should have specified the deliverable format from the beginning of the project, and provided the SGML template for you to work in. The template specifies all of the tags and elements to be applied to the data within the CMM, which are interpreted by the application that uses the SGML files.
 
If you have not worked with structured documents before, the learning curve is very steep. Your best bet is probably to find a vendor to do the conversion for you, even though the expense will be considerable.
 
We have some customers that specify SGML (and provide their template) but don't seem to use anything but the PDF. You should consult with your customer to find out what they really need.

Now that I am done with my Component Maintenance Manual, I have been asked to deliver it in SGML format.  I did not create it using Structured FrameMaker.  I have searched the web for information and I am confused on how exactly this works.  If anyone has any information on how to convert a FM document to SGML format, I would very much appreciate it.
