Turning off tooltips?

BTW, yes, I did set tooltips to Hidden, but like FM9, it doesn't seem to be
making a difference. What I am asking is if there is anything else that I
should set?

Framemaker 10, Win-7, 64-bit.

I have looked at all the options under File > Preferences, and I cannot find
any option for turning off those annoying tooltips that open when you place
your mouse on a file in a book, on a paragraph tag in the Paragraph catalog,
etc. How can I do this?
