Chris Despopoulos has several handy (and free!) FrameMaker Utilities, one of which is Archive, which will collect all of the (properly) linked graphics in an FM book/file.

I highly recommend Archive, TOC Breaker, and PGF Override. I use them almost every day, and have done so for years.
