tools for FrameMaker doc overhaul

I'm getting ready to do a thorough makeover on a huge user guide /
online help project in FrameMaker 10.

One of the things I plan to do is simplify and standardize the
paragraph and character tags so they will map cleanly to Confluence
4.x XHTML. Silicon Prairie's Character Tools and Paragraph Tools look
like they'd do what I need and they're only $20. Anything else free or
cheap I should look at?
