Scroll Wheel Still Does Not Work

I'm back. I've tried shifting to WizMouse, a different mouse, reinstalling the mouse software, unplugging and replugging the mouse cable, and reinstalling Framemaker, but nothing has worked. Does anyone have any other ideas?
