To manage book level variables, I highly, *highly* recommend BookVars from Leximation (www.leximation.com).

It is by far my most used add-on to FrameMaker!

This is what I do.  I put User Variables in the footers of the master pages for each file in a book (e.g. document name, publication date).  Each file in the book uses the same set of variables (even if they are not used in that file). When updating a book, I update the appropriate variables in the front page file, and then import variables from that file to all the other files in the book.  Only takes a minute or two.
