TCS subscription model: Illustrator version, and can you go back to buying TCS outright as an upgrade later?

Ummm ... the extract above is not from me actually. 

However, I would add that InDesign has an alternative - but not clear to me how good an alternative it is (if at all) - in the new "Page & Layout Designer" from Xara.  Some people here are evaluating it.
