FrameMaker 11: change mnemonic shortcut

The "Alt" shortcut cannot be adjusted by editing the "KeySequence" entry.
Instead, add an ampersand (&) char to the command label:

<Command ViewElementTags
   <ReservedLabel Long E&lement Boundaries (as Tags)>
   <ReservedLabel Undo Show E&lement Boundaries (as Tags)>
   <KeySequence \!vT>
