[framemaker-dita] Change default image placement

Hi Wim...

In this case I'd expect default FM to act the same way as DITA-FMx ..

- Inserting a <fig>, auto-inserts <image> and sets @placement to "break" 
which sets the anchoring position to "below current line"
- Inserting an <image> (outside of a <fig>) sets @placement to the value 
defined as the default in the EDD, and sets the anchoring position to 
"below current line" (if @placement='break') or "at insertion point" (if 
@placement='inline')

If it's not doing either of those then the setting is probably 
hard-coded in the DLL and there's nothing you can do about it (aside 
from possibly writing a plugin or ExtendScript to run after inserting 
the image and changing the setting based on the default @placement value).
