adjusting an underline (underscore)

Although using a table cell as a formatting feature is very common in
FrameMaker, it is only acceptable for publications printed on paper.
If a document is exported to online formats, such as PDF or HTML serious issues
appear. HTML code will be converted to an HTML table, with a full set of table
tags. PDF files will be rendered "not accessible" according to Section 508
Compliance standards, since table should only be used as data....

Your best solution for controlling a line below a paragraph, that may resemble
an underline, is to create a line on a Reference Page, then update or create a
Paragraph Format Tag that refers to that line in Below Pgf,   Advanced
properties in the Paragraph Designer.

FM does not give you any direct control over the position, weight or type of the
line in an underline.
