Mif2Go suddenly failing on all machines

Thanks Syed - DCL runs fine from the command line (that is, it does not
return a "not found" error. I was very careful about setting up my
environment system variables.

In other news, just now when I closed FM12, I got a message about FM
needing Compatibility Mode, which would be aut-applied the next time I
started FM. I restarted FM and saving to Mif2Go failed as before :(
