Adobe Illustrator Dimensioning Tool

simple Workaround: 

If you work with PDF in Illustrator, you can use the Adobe Acrobat
measurement tool, which seems to be quite accurate.
(Of course adjustments require switching from Acrobat to Illustrator
back and forth...)
