Thanks, Klaus. I found that setting it to Fast worked best for me since I do need the Tool Tips on occasion.

Tested with FM 10.0.3.419:
In maker.ini (the one in %appdata%\Adobe\FrameMaker\10) set
   ToolTipMode = hidden

This will avoid the hover-function. However, it may also avoid it for the ordinary tool bar buttons.
