Maker 12 on Mac -- DITA to PDF, Links Broken

Well, it turns out that it's the PDF Preview that ships on the Mac that is not recognizing hte links.  Still it's odd -- what is different that the same links work or don't work depending on where they are in the document when I generate?  Only your hair dresser knows for sure...
