Is there a way to get around the issue of a book not allowing the same file more than once?

All good advice so far, but I think I'd initially try to implement this outside of FrameMaker, using one master source file for the multiple includes and some script or app that kept multiple clones of it in sync wrt to the content, if not the numbering.
