Commenting in Acrobat Bug

In what version of Acrobat are you creating the PDF and enabling commenting? In what version of Adobe Reader are others unable to comment?

FWIW, I’m still on Acrobat X, and anyone with a recent version of Adobe Reader has been able to comment in my PDFs.

Has anyone else had this problem:

In Acrobat, after making a PDF, I Save As > Reader Extended PDF > Enable Commenting & Measuring. Then when I give it to someone to comment on it in Adobe Reader, they get a message saying that the PDF has changed and commenting is disabled and to do a Save As Copy and put rights on that version. I do all that and it doesn't fix the problem.

However, if the user has Adobe Reader DC, then they can comment on the PDF without issue.

Is this a bug in Reader, is there a solution other than upgrading to DC?
