[Framers] Relative URLs

I would like to post the following question:

In FM11, I want to enter a relative url in the Hypertext "Go to URL" field; is this possible and what is the syntax if it is?
Note that the root would be a changing base address:
Sometimes it might be from a test server, like:
http://testing123/docs/ops/operations.html
or it might be an active website:
htto://bing/docs/ops/operations.html
You would think the relative URL would be /ops/operations.html, like so:

[cid:image001.png at 01D18FF2.A69C6520]

But this does not work.
Please advise.
