[Framers] Where is the Tools menu in FM 12?

The menu shows only when you have  a document file open. It does not show when a book is open.

And I am using the SP plugins with FM2015 without issue.   There is a version for it.

   the .dll in the plugins folder and restarted. The user guide says to
   select Paragraphs from the Tools menu.
   I cannot find a Tools menu in FM 12. I googled "Where is the Tools menu
   in Framemaker 12" and got no helpful hits.
   What am I missing?
